Authorisation

In Norway there are around 170 “regulated” professions, the practice of which is controlled by law*. For these regulated professions, you will need to obtain recognition of your professional qualifications by the Norwegian authorities before you can start working or obtain employment. There are a number of competent authorities in Norway that can grant recognition (authorisation) of professional qualifications. Each authority deals with applications within its own professional area.

A regulated profession is one where the authorities stipulate statutory minimum qualifications that you must have before you are permitted to practise your profession and/or use a certain professional title.

There are different rules for citizens of countries inside and outside the EU/EEA.

Citizens of EU/EEA countries

If you come from a country in the EU/EEA and want to work in another EU/EEA country, you can have your professional qualifications recognised in that country.

To have your qualifications recognised, you must be fully qualified to practise your profession in an EU/EEA country. If you are fully qualified, you may apply to have your professional qualifications recognised in another EU/EEA country. Once your qualifications are formally recognised, you can work in the EU/EEA country you applied to and you have the right to use the professional title authorised in that country.

Citizens of countries outside the EU/EEA

If you come from a country outside the EU/EEA, you can apply to have your qualifications recognised if you wish to practise a regulated profession in Norway. You must be prepared to obtain supplemental educational qualifications before your professional qualifications are finally recognised.
